Inter-firm cooperation has received attention in recent years due to its benefit. However, little has been studied about the role of behavior intention and process by which affects cooperation behavior. From studying influencing factors which come from environmental and organizational sets, the paper will draw clear picture about the determinants of inter-firm cooperation. Based on research survey from Vietnamese enterprises, the results have confirmed the mediator role of cooperation intention which is the heart of theory of reasoned action (TRA) in making inter-firm cooperation. The results also revealed the effect of partners trust and government direction on this type of relationship. The interesting finding has stemmed from the role of relationship benefit and social influences on inter-firm behavior. The former and the later have impacted on inter-firm behavior in different ways.

SUMMARYNational institutional settings are important to small business performance. However, national institutions take time to change. So, is there any way to boost firm performance in 'weak' institutional environments? This study aims to answer this question by examining the role of local institutions represented by the quality of local governance, instead of the very broad national constitutional configurations. Moreover, it is suggested that regional human capital, whether locally built‐up (through local education) or externally imported (through in‐migrants) is able to strengthen the positive impacts of local governance on small business performance. A test on more than 1.3 million firm‐year observations of Vietnamese small businesses confirms the moderating effects of education and in‐migration on the relationship between local governance and firm performance.

This study aims to assess the protection for Vietnamese agriculture under trade liberalization based on the input&ndash ; output approach. From a theoretical perspective, the authors develop a general framework to estimate the effective rate of protection using an input&ndash ; output table, taking into account tariffs, subsidies and value-added tax. Based on the data of 2012 and 2016, with a projection to 2020, the empirical results reveal that agricultural production, which is considered as Vietnam&rsquo ; s comparative advantage, is insignificantly protected. From the year 2012 to 2016, the effective rate of protection declined for primary agriculture and its supporting sectors, and would become negative by 2020. This implies that Vietnamese farmers are at a disadvantage due to the effect of trade liberalization. Furthermore, it is empirically revealed that the primary agricultural sector has a high value-added multiplier, which means a significant contribution to the domestic economy, is not protected by the government&rsquo ; s tax and tariff policies. Based on the study results, the authors suggest some policy recommendations to improve the situation, which are focused on the reduction of the value-added tax rate on inputs, while making industries with a high spillover effect to the domestic economy a key priority.

ABSTRACTThis study offers an insight into the public governance role in the relationship between fiscal decentralization and provincial economic growth in Vietnam. Fiscal decentralization measures are assorted. Applying a sequential (two‐stage) estimation for the panel data of 62 provinces of Vietnam over the 2006–2015 period, we find that first, fiscal decentralization is positively related to the economic growth of Vietnamese provinces. Second, the effects of public governance on economic growth vary across provinces depending on various levels of local public governance. Interestingly, the effect of fiscal decentralization is strengthened when this variable is added along with better quality of public governance. In a region of high public governance quality, fiscal decentralization exerts a positive effect on its economic growth. Our findings imply that the design of fiscal decentralization needs to be associated with local governments' ability of public governance to improve the local economic growth.

The author presents an empirical study on Vietnam's national competitiveness by using mixed methods research (qualitative and quantitative) with a combination of hard and soft data. The result shows that production resources (human, infrastructure, capital and natural resources) have played the most important role in improving competitiveness, productivity and living standard in Vietnam in the last two decades. The author also analyzed and evaluated the competitiveness of the Vietnamese economy, and pointed out the remaining weaknesses of competitiveness compared to the selected regional countries such as shortage of production resources supply, a dominance of inefficient state-owned enterprises and its slow reform, and weak public institutions as well as inefficient government governance. These weaknesses have led Vietnam's competitiveness, productivity and economic growth to remain low, especially compared to China. Finally, the author attempts to provide some recommendations enhancing the competitiveness, productivity, and citizens' living standard in Vietnam in the long term.
